Partners for Community Development, Inc ( P4CD ), provides a comprehensive range of high quality home rehabilitation and energy conservation services to the community, delivered by a team of directly employed trade professionals. We are a non-profit housing services provider and a housing development company. Partners is one of the 25 Weatherization Operators the State of Wisconsin. With continuing growth, a strong record of achievement and over 30 years of experience, Partners provides housing services to the Eastern Wisconsin counties of Manitowoc, Sheboygan, Ozaukee, Door, and Kewaunee.
