The Housing Authority of Lincoln County, also known as HALC, is a public, nonprofit community organization that was founded in 1944 and provides housing assistance and classroom training to low-income families. The authority administers choice voucher and public housing programs. Its Oceanspray Family Center offers a range of after-school, child care, recreational and youth development programs. The authority has collaboration with several other agencies that include the Lincoln Commission on Children and Families, the Newport Police Department, the Lincoln County Council on Alcohol and Drug Abuse and the Community Services Consortium Head Start. The Housing Authority of Lincoln County is located in Newport, Ore.
